Kensington reverses the order that most small Maryland towns use. The county lists this town among those where the county permit must come first and town approval follows, which is the opposite of Barnesville, Brookeville, Laytonsville, Poolesville and Washington Grove. The town code explains why. Section 5-101 adopts Chapter 8 of the Montgomery County Code by reference and expressly authorizes the county to enforce it, and Section 5-401 adopts Chapter 24A, the historic preservation ordinance, the same way. The town then requires its own permit on top, and says so explicitly.
That town permit is written broadly. It is unlawful to construct, enlarge, place, alter, remove or demolish any building or structure or part thereof without it, and the code adds that town permitting does not exempt anyone from obtaining the proper county permits. Read that as two files, not one.
The dates are the useful part of the history. The town reached the National Register of Historic Places in 1980, and in 1986 the district was designated a Montgomery County historic district.
